    Here is what I am trying to do. I am trying to extract from a DVD with Lagarith Lossless codec and I want the video clip to have subtitles. Is it possible to have both?

    No. But it's certainly possible to extract them with the regular methods and then use them however you like.

    Can I rip chapter specific subtitles and put them into VirtualDub while reading a VOB?

    A little complicated, but I figured out how to use DVD Sub Edit, and install VobSub with the Text Sub filter into VirtualDubMod.
