How do I combine several short title tracks in a video ts folder into one long title track without reencoding?

I have video ts folder with 4 or 5 title tracks. Each title track has chapters. I want to keep the current chapters in place but combine all title tracks into one continuous title track.

I found a post saying that Extractor will do this. Not DVDextractor but Extractor.
I can't find it anywhere though. Will Extractor do the job? Where I can find it?
