Yes, but only analogue. I'd look for a digital TV card instead.

Apart from image quality, less effort may be required to capture if you can grab the transport streams from the broadcast, instead of having to encode them yourself on the fly. If you can afford a high def card, the image quality will be much better than you can get from an analogue card.

I would be asking these questions int he Digital TV forum. You will hopefully get responses from posters in the UK who can tell you what works well and what doesn't.

You should check out the capture card section of this site.
yes that will record TV but isn't very reliable(audio sync problems). And at 70 quid or $140 is way overpriced for an old card like the 150.(at lest a5 yr old card?)
At the risk of being shot I would check out the ati all in wonder.

If you are tuning to an analog broadcast, I recommend a tuner card with hardware encoding like the Hauppauge PVR series. These will encode the analog broadcast to MPeg2 in hardware and won't load the computer.

If you are tuning a digital TV broadcast, it is best to capture the digital stream directly with a DTV/HDTV capture card for best quality.

Reconsider your budget if necessary to get hardware encoding. You won't like the performance of a non-encoding card and will end up buying another anyway.
