I have a number of folders each containing an Audio_TS and a Video_TS folder. How do I burn these all onto a single DVD, and can I use TMPGEnc DVD Author Writing Tool?

DVD format one set per disk.
If they will all fit on one DVD then as stated above use TDA.
Start TDA, then Choose "Create New Project"
Next on the new project screen choose the "Add DVD Video" Button and add video from the folder where your various videos are stored.
Then if different videos click the "Add New track on the left side and add the Next DVD video from the folder where your various videos are stored. Or if they are all supposed to be one title than add them all one at a time to the same title.
Next Choose "Create Menu" to create a menu or choose from the pre-made templates. Save your project under the Opteion menu and then choose the Output tab to author.
