    March 17th and 18th, COMPUSA is selling Vegas Movie Studio +DVD for $9.99 after rebates. This is very good software for anyone from a begginer, all the way up to just below semi-Pro level. They also have a PCI TV Tuner card with remote for $19.99. You could get a complete startup for video capture and editing for a total of $30.00.
