Converter to meet my needs

I want a converter that:

- support output in .3gp, giving me options about quality, resolution, sound options. Not just export in .3gp etc
- fast and easy to use
- Can I give it a target file size, and the converter make the job? Fo example, I have a 50mb video and I want it to be just 2mb, even if the destination video has bad image quality.
- support for all major video file formats
- no need for extra codecs to be installed on my system(is this possible?)
