I had captured my video from a 3ccd camcorder using MS movie maker and the files were saved as wmv by default. I know I can save it as DV-AVI or mswmm in movie maker. I had intially tried making VCD's and SVCD's using TMpeg and EasyVCD bu failed with poor quality. Now I have pinncale studio 8 which can free (OEM) with a friends purchase. I wish to use Pinnacle to create VCD's to give better quality but pinnacle cannot read/open mv or even dv-avi files from movie maker. Please advice

WMV is pretty much an end product. Very few editing/transcoding programs can deal with it. Go back to your source and capture as DV AVI. Then work from there.
Studio 8 loves DV AVI though. Maybe you had a type 1 vs type 2 issue. Try capturing with WinDV.
Studio 8 won't give you any better (S)VCD quality than TMPGEnc. -
I've found that Pinnacle won't take stuff I've exported from Windows Movie Maker as DV-NTSC...something's different about the frame rate, I think. So I open that exported file in my Quicktime Pro and export it as .avi and it'll take that just fine. I'm sure there are other programs that can do that conversion for you, too, like VirtualDub.

I would have gone with dv output .
Make sure you checkout the codec's section and grab the dv codec's and the two free dv1 to dv2 converter's as well .
From movie maker , build clip in timeline , when saving out as dv to pc , just check size of output , if warning , cancel .
Somewhere along what is in the timeline is a segment suitable for spliting ... delete all after this clip , and it as well , now save as dv .
Delete all from timeline , add this clip you will split , save as dv .
Repeat the process .
Download from tool's section dv codec's and converter's , the freebies and install them ...
Use dv converter to convert each clip from dv1 to dv2 .
Build simple avisynth script to concat file's in correct order .
Run either :
Bbmpeg_vfw , "add" avs , setup encoding setting's as for mpeg2 or dvd , and go .
Bbmpeg require's at end of script ConvertTo RGB32() .
Quenc , load avs , check setting's and go .
Quenc use's ConvertTo YV12() ... may even use bbmpeg's rgb32 ... still testing script's here .

You can also use vdub to split that chapter point dv file ... compress using cedocida dv codec or another suitable compressor .
Build avs script to join dv first clip and first part of this dv clip , encode to mpeg2 or whatever .
Build avs , add second part of split dv file to next dv file , encode ...
Repeat the process till done .
Author each as individual chapter's in dvd project .
