  1. I am in the US my brother has gotten into UK programming but all I can find is PAL only. He does not have a PAL player so I wanted to find out if there is an easy way to buy these put it onto a PC and then burn a NTSC copy of this for him to be able to play them. I am not "close" in terms of distance to be able to fiddle with things at his house to get them to work..

    so the questions are.

    1) Can US PC's rip PAL DVD's?
    2) Can this be converted to NTSC for ease of viewing on a Standard US DVD player.

I figure I'll send him the whole pakage the PAL's for him to keep on the shelf and the burned NTCS to use and watch

You need to edit that post.....I have no freaking clue what you are talking about.
If it is about format conversion.....it has been answered here a million times....and at least a dozen times this week alone.

OK NTSC<>PAL is not a simple software conversion. Most newer European DVD players should be able to handle PAL and NTSC. That is the best way to play both formats, with a compatible DVD player.

Most US DVD players cannot handle PAL videos. A few can. Look to the left for 'DVD Players' to search for some.

PCs don't care about PAL or NTSC, they will play both.

If you want to do software conversions, check these guides:

    https://www.videohelp.com/convert#4;41

If you are just asking about a video file, DivxToDVD can convert formats and it is easy to use, though the quality is not as good as the methods in the above guides.
