Anyone know of any editing apps (consumer or pro) that have the ability to automatically edit out blue/static/blank screens from within a video? Maybe by selecting, for example, a blue frame as a template and telling the app to remove all similar frames? And if so, is there a standard term for such a feature that I could look for while browsing apps?

It *might* be possible with an avisynth script, assuming the blue never changes (doubtful as the hues will invariably shift to some degree). As for blank frames - how do you know the difference between a blank frame and an intentionally black frame ? As for static, again how do you know if it is intentional or not, or even tell the difference between static (which is ever changing) and normal video ?
It may be possible with some sort of visual recognition software, but I have not seen anything like this implemented in an editing application.Read my blog here.

Automatically not that I know of. MSP has a scene detection function. It finds and marks frames that drastically change, you can adjust the similarty to make it more or less sensitive. You'd have to go to each mark and manually edit.
