  1. I'm looking for software that will take various MPEG2 files and allow me to create an ATSC-compliant multiplexed transport stream.

    This just doesn't sound like that hard of a task, but I'm only finding $1000 packages.

    Does anybody know of a lower-cost solution that can do this?

    Both Womble Products will do it for you, and the most expensive one is less than $150.00

    Also, it might be to your advantage to encode your source file in Constant Bit Rate mode (CBR), since Mpeg Transport Streams are CBR. That's just a guess, but it seems like it makes sense.
