Do most DVD/VCD play 23.97 fps VCDs? Is that a standard even?

The VCD specs allow for three settings:
- NTSC (352x240 @ 29.97 fps)
- NTSC-FILM (352x240 @ 23.976 fps)
- PAL (352x288 @ 25 fps)/
NTSC-FILM settings are definitely standard. I can tell you that my stand-alone VCD player can play NTSC-FILM just fine. Theoretically, all VCD compliant players should be able to play it.

Both my DVD players have no poblem with NTSCFilm
one US DVD one from China --- no problems

my player handles film rate fine. nero sorta whines about it but it is definately in the spec..
