As H.264 can be used for Blu-Ray and HD-DVD, is Xvid compliant with H.264? I have lots of vid captures (Home movies and TV Shows) in Xvid that I would like to group onto one of these formats. I know that I could burn as a data disk, but I would like to have menus and chapters with an author tool.

For the love of God, use hub/core labels on your Recordable Discs!

xvid is mpeg-4 part 2 and h264 mpeg-4 part 10...two different formats.
