    I found that I am easily able to import a JPEG into TMpgEnc and make a simple MPEG1 title card out of it. However I can't find any way to tell it how many frames to generate. So I am getting a length of one frame.

    Is there any way to do this? Or am I going about it the wrong way?

    Insert a silent audio file of your desired length to go with your JPEG.
