I want to make an xvcd using the the panasonic encoder(2.51 standalone). But when I go to encode, it gives me a vbv, buffer too low error. I heard there was a patch, but still haven't found anything. Any help would be appreciated.

Panasonic isnt very good for XVCD you might want to try out TMPGEnc th best XVCD creator out there

pinoy is right - XVCD and Panasonic aren't good together
TMPGEnc is the way to go

I'd like to believe you about tmpenc but I've had so much trouble with it in the past. What makes Panasonic produce bad quality xvcds? I plan on using a 1150 kb/s rate and just changing the dimensions.

Here's the patch http://www.geocities.com/bug2kbug/helper/patch.htm
Without the patch you can adjust the VBV buffer manually if your bitrate is set higher than 1856 (limit of constrained parameter specs.) It's under advanced settings btw. -
I had the same problems as well when I had the bitrate really high (around 2000 kbps). I switched to TMPGEnc, but the quality wasn't as good as my PWI plug-in. I actually like TMPGEnc as far as more options but the quality I was looking for wasn't there.
Now I'm using Panasonic again. This fix seems to be working fine so far!
