  1. I like to have the best looking picture with smallest size possible for email attachment. preferred size is 640x480 pixel. What program or else gives me that best ratio.

A really good one would be JPEG2000. The difficulty with that is that not many have an encoder for it (Do you have QT7Pro Mac, or Photoshop CS?, etc) and not many have the decoder for it yet either, though they can be found.

  3. What these guys just said, plus one possible caveat -- jpg compression is almost always your best bet but if your picture contains any lettering or text (like signs, fr'instance), jpg can make text characters look pretty ragged. The only way to tell, is by saving at different compression ratios as a jpg, or you might try gif or bmp if text clarity is the most critical thing.

If you don't already have some kind of image editing program, take a look at Irfanview (www.irfanview.com)-- it's free, it's darn good, and you can play around with different formats and image sizes and see what looks better or worse to you. Also no matter what you end up with, it's always a good idea to check with your recipient ahead of time to make sure they can receive whatever attachment you end up sending, as well as get a max on file size.
