    Hi,

    I would like to upload episodes of my cable TV show so that other cable stations around the world can cablecast them to their viewers for free.

    Right now, I have the episodes encoded in MPEG, and I'll soon have them encoded in 275 kbps wmv. Is there a video format that I should convert my MPEGs to that will make it as easy as possible for these stations to use the files.

    Conform to DVD specifications and higher bitrates are better (e.g. 6000-8500 VBR). If the show is 60 min or less use 8,000 Kb/s CBR.

    Public Access here requires everything on S-VHS or DV tape but that may soon change to include high bitrate DVD.

    In order to use WMV here, you would need a local producer willing to convert the files and they would need technical review.

    Most Public Access stations post media technical requirements on their websites.

    Broadcasters use WMV (VC-1) but under tight technical control.

    Are you saying there is a file format that I can convert my MPEGs to that will play in a TV station's DVD player without any futher encoding?

    What is your source format? Many public access stations only accept tape. Check their website or call them.

    If they do accept DVD it would be a full spec DVD per

    and the quality needs to be at least VHS.

    Public access stations around here don't just play a tape or DVD that is sent in. You need a local producer who will take responsibility for the porgram and its promotion. Anyone desiring to be a producer must go through a multi-week training course on station operation and program production.
