I keep reading that using 3:2 pulldown can vastly increase the output quality. I do however see it mentioned purely for 23.97fps files-Is this purely limited to NTSC or can this same concept be adopted to PAL? I see that essentially it is 'converting' 24fps to 30fps (60fields) during playback. Dont wish this to sound too stupid, as PAL is on a 25fps but the 3:2 pulldown clearly states 24fps to 30fps. Its the concept that i'm looking at adopting to increase the output quality 'post-encoding'.
Still being somewhat 'green' on the more advanced settings, i can feel a backlash of comments/corrections to mistakes made coming now. I'm thick skinned, i can take it- but any guidance on this would be grateful.

NTSC only. By encoding at 23.97 fps you get more bits per frame which can give better quality if the bitrate is limited. At higher bitrates you won't see a difference.
