    How do I burn an existing project without going through the encoding process again

    You should have a. SVCD2DVOUTPUT folder with AUDIO_TS & VIDEO_TS folders in it. You need to burn those (AUDIO_TS & VIDEO_TS ) or just the VIDEO_TS folder to your disc.

    What burning software are you using?

    Do you have the SVCD2DVD_OUTPUT\VIDEO_TS folder from the exsiting project as Jikchung said?
    SVCD2DVD v2.5, AVI/MPEG/HDTV/AviSynth/h264->DVD, PAL->NTSC conversion.
