  1. I'm been looking a lot for an audio encoder that will create a mp3 file with the bitrate of 24 bits, with 32,000 hz, but I can't find any. Audacity, Goldwave, dBpowerAMP, LameXP, ImTOO Audio Encoder, and lots lots more haven't worked cause they mostly go up to 32 bits, but not 24 bits and 32,000 hz together. Yes I know that it is very very small, but I want a very small file size that is less than 1 megabyte. Does anyone know of a great encoder for this task?

Ace High does a good job, but I have to convert it twice if it's in another format to get it to a mp3.

"24 bits" is no bitrate because of the unit "bits". Do you mean perhaps "24 kbit/s"?

If yes, BeLight can do it (MP3 / advanced settings). But if you really want 24 kbit/s, then I would set the sample rate down to 8 kHz (telephone quality). 32 kHz sample rate doesn't sound good at 24 kbit/s bitrate.

Generally, I would set the MP3 compressed bitrate to about 1/10 of the uncompressed bitrate. At 8 kHz sample rate for example the uncompressed bitrate would be
    8 kHz * 16 bits * 2 (stereo)=256 kbit/s. So that would fit to a compressed bitrate of 24 kbit/s.
