I'm familiar with all the concepts of getting .VRO files authored to
a DVD. I have done my searches and have seen references to
TMPGEnc DVD Author being able to author .VRO files and some
other references that says it fails at the task.

A couple of prodcucts from ULEAD were mentioned as well.

I don't want to re-invent the wheel here. Hitachi .VRO files have
    MP2 audio.

Ideas or Solutions please? Does DVDAuthor with a Gui do .VRO?

dvdauthor or the dvdauthorgui or gui for dvdauthor doesn't support vro.

    I DL'd the TMPGEnc DVDAuthor 30day demo.
Does support VRO, although I could not import on one of the Hitachi folders properly. I was able to just add the file from the problem folder as an mpeg. Could not insert chapters into the problem file, but final DVD does play.

No, not directly. But you may demultiplex the vro with projectx (supports also basic cutting) and use the elementary streams in dvdauthorgui or gui for dvdauthor.

The advantage is, that projectx cleans up the stream and therefore the resulting dvd has no problems with chapters or rewind/fast-forward.

as has been said, you can demux the streams out of the .VRO file and author the dvd using the elementary streams. DGindex supports demuxing .VRO files as well (save project and demux video- besides demux audio track(s) in the audio menu)
Sorry, I had to go see about a girl
