  1. Is it possible to convert a 16 kbit/sec 22,000 hertz mp3 file to it's original sound quality (as in 128 kbits/sec 44,100 hertz)? If there is, what software should I use?

I think were talking about taking compressed audio and filling back in the spots where the compression occured? If so, that's not possible. Once it's an MP3 there is no way to bring it back to it's original form. You've compressed and removed alot of the data bits in order to have a smaller file size. You can not reinstate those missing bits.

yes i read it backwards, once it's poop it stays poop, otherwise you could just download lower quality samples/stream of audio and convert it in to prime quality mp3's for free

  7. Thank you. ROF answered my question. I had gotten a song from a website, and was just wondering if I could make it a better quality than it was already was cause the sample rate and bitrate was very low. Thank you all for answering my question.
