i just finished creating a dvd of some fansubbed anime and when i play it i noticed that the subtitles are cut off and so are the picture. i'm wondering why this is happeing and what i can do to fix it?

Most likely it's the "overscan" that's in any consumer TV - there best as I know to hide visual anomalies in the TV signal..
Your main choices would be either
a) get a studio monitor (w no overscan)
b) re-encode the files, and add some borders for padding (do a search here - this comes up pretty often)
c) just deal with it
