Wow a Newbie section... I won't feel like a dumb ass.
I have a movie in 2 avi files. When I make the first into a Mpeg it is too large to fit onto a Vcd. How do I fix this? The second will fit onto a VCD no problem.

If the second disc fits easily, what you could do is join the 2 avi files using VirtualDub. Then encode this 1 file to MPEG using TMPGenc, and split the file in 2 !!
If this still takes up to much space try cutting the end credits of the movie and then split the whole in two.
Hope this helps.

Before you do any re-encoding just check the following:
When you say that the MPEG is too big to fit on a CD have you actually tried burning it because a 740mb MPEG should fit on a 74min CDR as VCD uses Mode 2 (allowing approx 14% more on to a CD). Equally, an 800mb MPEG will fit on a 80min CDR. -
You might also want to check how long your movie is, as if it's longer then 74min or 80min you won't be able to fit it on a single CD in VideoCD format, you would only be able to do so if you use non-standard encoding formats.
