    Um do you mean a dvd-vcd??? Then yes most dvd authoring programs will convert the audio to dvd specs and leave the video the same for you and play like a normal dvd.

    A normal vcd goes on a cd normally so I don't know what you mean by "dvd cd". If you could describe what you're project is it might help us help you. (ie a little more detail).

    To help clarify...

    VCD video is compatible for DVD, you can create a low resolution DVD that would be the equivalent to a VCD. The main difference is the audio, DVD requires 48 KHz mp2 audio while VCD is 44.1 KHz. You can either change the audio yourself (ffmpeggui will create compatible AC3 audio) or some programs (like TMPGEnc DVD Author) will convert it for you.
