When I burn my SVCD the sound, picture, and subs are all messed up.

1. Where do you live? You should use the frame rate used in your country (but I always use NTSC if the source is NTSC 'cause I have multi-standard TV and player).
Maybe you have used a format that it's not supported (NTSC 480x480@29,97fps, PAL 480x576@25fps). I really don't know about NTSC film (23,97, that it's the frame rate of your source file) 'cause it doesn't exist in the MPEG specs.
