    One of the options for external plugins in TMPGEnc is a sample rate converter. Is it possible to use SSRC in this fashion (I would use it on a 48Khz stream from DVD2AVI)? If so, what settings to people use in SSRC?

    Yes it is possible to use SSRC, just set it as an external tool. You don't need to add any settings, but from the command line I use:

    --rate 44100 --twopass
