    In a given video segment, I would like to zoom in to a specific area (not necessarily the middle) of the frame and make this full frame. Does any of the editing software provide this function?

  2. this probably is not the best way but its quick enough and easy. get virtual dub and use the resize video filter, set it to the original frame size of the video with precise bicubic as you are scaling up. click ok then choose cropping and define the region you want to zoom in on.

    the main drawback i can see here is that all frames will be processed so if it is only part of a video you want zoomed you will have to do some cutting and pasting
