I did a quick search for this but didn't find exactly what I was looking for.
I use a Hauppauge PVR250 to capture video at dvd quality (mpeg 2?) How is the best way to go about extracting the audio and converting it to mp3 to use in my flash player?
I have digital cable, so is the audio digital?

All computer audio is digital, AFAIK. Take the file and drop it into AVIcodec or Gspot and see what the audio is.
You should be able to demux it with TMPGEnc encoder 'tools' or a bunch of other programs. Even VirtualDub Mod should be able to save the audio out as a WAV file.
I use Audacity to convert the WAV to MP3, but there are also a lot of programs to do this. -
http://members.dodo.net.au/~jimmalenko/ExtractAudio.htm might help with extracting the audio to a WAV file. I would assume that your PVR250 would output either AC3, MP2 or WAV audio for DVD-MPEG2, so as redwudz says, it sorta depends on what audio you got as to what you need to do.
If in doubt, Google it.
