  1. Is it possible to encode a WMV file that requires a license aquisition to play so I can burn it to a DVD disc? I own the license but would like to play it other places than just the computer. Any help or suggestions would be nice. Thanks.

I'm pretty sure that part of the conditions of the license you own is for playback on your PC only. Otherwise they wouldn't have made you acquire a licence
    If in doubt, Google it.

Don't know if anyone has cracked the drm in a way that others can follow, although there were reports from japan recently.

Yep drmdbg, drm2wmv, etc. Once you have a real wmv file you should be able to convert.
