Hi,
I want to capture a film using my TV-Card and then create a VCD, what is better:
1: to capture with 352x288, then using TMPGEnc or 2: to capture with a higher resolution (like 400x300 or higher) and then using TMPGEnc.

Are you capturing a film from TV or from a VHS tape? If it is from a commercial tape you will want to capture at the highest resolution you can with 640 x 480 being the top (anything above that is overkill) If you are capturing from broadcast TV then the best resolution is 320 x 480 and anything above that is overkill. Hope this helps.

broadcast tv picture detail in the states is in the neighborhood of 560x480(digital conversion), whereas vhs sp detail is approximately 300x480(digital conversion). for pal capture either ?x288 or ?x576....nothing in-between

And read what he has to say about it. I have tested capturing at a higher resolution and I find that
1. 640 x 480 -> VCD or SVCD no different than 320 x 480 -> VCD SVCD
2. 320 x 480 -> SVCD VCD is better than 320 x 240.
But, to each their own. I find the above web page's explaination very plausable and my own results seem to back it up. It also saves me quite a little bit of harddrive space. But if you find that you think capturing full resolution looks better...then you should do it.

if you are referring to vhs sp sources then you are right on the money; however, broadcast tv(at least in the states) has a much higher picture detail. for the cleanest, highest bandwidth signals you'd need to capture 560-640x480 to be sure you got all the detail. broadcast tv recorded on vhs is still vhs
