Does anyone know how I can know if an MPEG file (or VOB file) contains any PTS jumps? The reason I am asking is because I would some editing tools have problems when the files contains PTS jumps.

    Try using Pgcedit .

If you have a folder with vobs , ifos and the required ts file , you'll beable to load it using the "open dvd" command

From there if it loads without problems , you can browse what it contains and check for various commands that have been used .

The jumps_ptt , I only use that for motion menu linking , other than that it's all jump_tt's or other commands depending on the specific needs at that time .

You can also create a new dvd in an empty folder , and import titles calling the ifo linked too the first vob you want , and again check it out for those commands , if they exist , they'll show up .

Pgcedit is also more relaxed at what you can and cant do , as compared to other dvd creation programs like dvd-lab , videostuido , movie factory , nero , and others , this is great for testing and correcting later and is faster than any other dvd authoring tools .
