I bought a NTSC version of Hauppauge PVR 150 in the US and i own a PAL VCR.
Question: Is this card able to play and record PAL tape? What software is needed?

You can't use the tuner, but you can use the composite / s-video in of your card for this.
You also need universal drivers (which, I believe are) -
Wouldn't it just be eazy to get a GoDVD "Model CT-200" which I read can convert PAL to NTSC

Yeah, anything regarding those Hauppauge cards are Registry patches.
Your site (and Amontillado's one) have plenty of those
