On various sites, I have seen that raising the Intra DC setting in to 10 in TMPGenc enhances quality yet, on the Mainconcept site, it is recommended to lower Intra DC to 8 for quality. Which is correct for DVD in MC? Also, can anyone point me to a site that explains User Quantization Matrice? Thanks

Intra DC settings are dependent on bitrate used. I use MainConcept with an average bitrate @ 6500-7000, I use Intra DC 10.
I read the part where MainConcept recomends Intra DC 8, but I think they are refering to SVCD or low bitrate DVD where a lower Intra DC would help. The default Intra DC setting in the DVD Template is 9.
I haven't found a site that explains User Quantization Matrice. If there is, I'm sure it gets extremely technical.
