How to separate audio channel ?

I have this mpeg file that has two audio channel (ripped by someone)

For some reason the 2 audio channel keeps showing either on first channel or second channel.

I've tried using vcdgear, tought it might help, but it's not.

Is anybody knows what program should I use ? Thanks

I know that adobe premiere can seperate an audio when it is recorded in stereo. Like when you have one language on the left side and another on the right side. You can encode the video with one language on both sides.
