Sometimes when I edit (cut) a VCD in TMPGEnc and re-encode to VCD some areas of video become pixellated. Is this due to mpeg2 decoder or just the nature of re-encoding? I've used various mpeg2 decoders (Moonlight, Cyberlink, DScaler). Anyway I can get around editing this and not lose quality?

Whenever you encode / re-encode you WILL loose quality. Thats the bottomline. And depending on your source. The final encoded file may become more pixellated after re-encoding.
BTW what do you mean you cut a VCD in TMPGEnc and re-encode to VCD. Why ???When I was born I was so shocked that I could'nt speak for 18 months.
