Sorry if it's the wrong place to post this... but I have an AVI file and it won't open in any player or even TMPGEnc to encode.. does this have something to do with it being PAL?

You file is probably damaged. Try to open it in virtualdub, it will try to repair the file.

I have the codec required to play it.. how do I go about repairing the file in VirtualDub?

To elaborate on my previous response, the AVI format can handle just about any frame rate and any frame size. It doesn't care about NTSC, PAL, etc. Inability to open AVI files is usually caused by missing codecs or corrupt files. What exactly is the symptom or error message you get when you try to open the file?
If no other programs will open your file I doubt VirtualDub will either. But here's what you do in VirtualDub:
1) File -> Open
2) Video -> Scan Video Stream For Errors
3) Video -> Direct Stream Copy
4) File -> Save As AVI
Use GSpot or AVICodec to see what codec(s) the file uses. -
