no dvdr, how to author?

Okay, so I have tons of downloaded xvid tv shows and I'm converting them to DVD (mpg) format and I want to burn them onto DVDR's.

I am using WinAVI to convert them and it leaves me with an audio_TS and video_ts folders and corrosponding VOB files.

I had planned on using Nero vision to author the DVDR's (basically the menu and file structure) and then I'm going to make an ISO and transfer it to my roomate's computer to burn it on his burner.

QUESION/PROBLEM

I don't have a hardware DVD Writer installed on my PC and nero won't let me author my videos as DVD format because it doesn't detect a compatable DVD Writer.

Is there a DVD authoring program out there that will let me put multiple seperate VOB's onto one DVDR and create a simple menu that links to these files and save all of this as an ISO so I can transfer it to another PC to burn it? Will this suggested program allow me to do all of this even though I do not have a DVD Writer installed in my system?

Thanks in advance for the help. All suggestions will be greatly appreciated. I'm a complete noob when it comes to all of this and I'm sure I'm doing all of this the hard way. Basically I have entire seasons of TV series that I want to burn on DVD's so I can watch them on a standalone dvd player.
