Help! Vcd's aren't working

I have tried to make vcd's using nero 5.5.4.0 and every time it does not work in my dvd player (toshiba sd-1600) I am using cd-r's, would it make a difference if I use
cd-rw's. I have followed the instructions on this page and it still doesn't work. any help would be greatly appreciated!!
