my query is can anyone recommend the best way to then send those programs to a dvd.

that is very informative but is there a simpler way. all i want to do is send the tv i have captured (possibly edit a bit) and put it on a dvd.

you can use an all-in-tool that reencodes to a dvd compliant dvd like nerovision express, ulead dvd workshop. Or test DVR Studio Pro.

First, check the framesize of your DVB capture. If it is 720/704/352 x 576/480, you can use it "as is" for DVD. Just author it with TMPGenc author
All other framesizes must re-encode to valid DVD ones! Many users (including me) do this with encoders like TMPGenc. For better results, combine it with dvd2aviLa Linea by Osvaldo Cavandoli
