I want to try ripping NTSC format DVDs for some friends in europe and vise versa. Do I need to do an NTSC to PAL coversion after I rip the DVD to my hard drive and before I burn it to a VCD?

Actually the odds are pretty good that your friends in Europe can read NTSC x(S)VCDs/DVDs. However, the odds of you being able to play PAL format are small (most DVD players can play either, but most US TVs are NTSC only).
Check with your friends to see what they've got and vice versa. But I would plan to have to convert their stuff to NTSC for you it at all possible.
