Hmm, my first capture at 352x480 that went without a field swap and encoded with CCE Basic 2-pass VBR without resize.
Power DVD plays correctly but DVD author (First I demux with TMPGEnc) only sees 1:04 out of 1:37 (hr, min)
Note: I only did this file as MPEG-2 in CCE (didn't select DVD Format as I wanted to have the file encoded faster but it's still DVD Compliant)
What else, DVD Author actually did author correct length to VOB files however I don't have chapters beyond 1:03.
Is this actually normal becuz of VBR?

It's not normal, I would expect it is some sort of incompatibility between DVD author and way your file is encoded.
