I have seen video files with the ending *.bin, how can I view or convert such a video file into Mpg or better SVCD format?

A "*.bin" File is special file format that you get out from a burning Program (Like "Nero", for exaple) "*.bin" and "*.cue" files is what you obtain if you copy a CD in to a "image recorder"; that is a way to Copy a Cd. Look to the help of your burning programs, look for Image recorder.
To answer your question, With the Bin file alone you can't do nothing. You have to look for the Cue file also, and try to burn your CD again (look for Image recorder). Then you have to convert the DAT file you get onto the CD....but is a long work! -
To convert bin cue files you need VCDGEAR
ro you can burn it with CDRWIN or FIREBURNER
