I downloaded an .avi movie and i converted it to .mpeg but now my problem is it is 250 megabites to big to fit on to a cd. I know that you can lower the standards of the video to create more space, but i was wondering if there was anyway to make a VCD without losing the quality. Possibly another method of conversion???

VCDs have a special set of specifications... if you compress the VCD compatable MPG, it won't be VCD compatable anymore. You could make a xVCD by compressing it, but not all DVDs support that (mine doesn't). Good luck.
