Can anyone tell how do i know that the mpeg files i have had a NTSC format or PAL. And once more can MPEG playable in the VCD. thanks for the replied.

Open up in Vdub, go to File>Information. 352x240 @ 23.97/29.97 fps is NTSC, 352x288 @25fps is PAL.

The reason nobody answered you is probably that you couldn't be bothered to read through the guides first.
There is a bit about ntsc to pal her http://www.vcdhelp.com/pal2ntsc/pal2ntsc.htm
And I suppose to go the otherway one would load the pal template.
Though, I wouldn't call it converting, its more like re-rendering - which will of course loose quality ... but i suppose there isn't much to be done about that.

i suggest PAL becuase it looks better but if you live in the US, or Japan or close to Japan Use NTSC becuase your TV has diffrent format and your picture might look like black and whit and you will get 2 black bars on the side if you use a PAL format on a NTSC TV
....but some new TV support both soo try it with a CDRW first okay
