I want to author an mpeg2 disc using resolutions of 352x480 for one file and 352x240 for another. Is that not a good idea or is it safe to do so?

If you make it a seperate title it shouldn't be. But if you merge them to one continuous video than they would have to be the same resolution.
Look at all the bonus dvd discs - they have trailers in widescreen and interviews that are often full screen.

Like yoda says as long as you use an authoring software that uses multiple titlesets you will be okay. I have sucessfully authored a dvd using 352x240, 352x288, and 352x480 with no problems using gui for dvdauthor.

I just realized this was in the svcd forum. If you are authoring a svcd I don't know if two different resolutions will work or not. I've only done it with dvd.
