Should I try Capturing the maximum bit rate and resolution the capture card (DC 10+) can handle (eg 6000kb/per second, 750 x 576) and then convert to SVCD with TMPGe or LSX encoder to get the best quality possible? I understand that HDD space will be the issue, but is that the best way to do it?
Thanks to anyone that can help. I am new to this and very eager to get it working right.

You'll get the best results if you use the maximum settings your capture card can handle. If you lower the bitrate or resolution the quality will get worse. If you want the best results I suggest you should use 6000kb/per second, 750 x 576. But only use this for special things (eg. favourite movie, wedding etc.) coz you won't need the absolute best quality for regular stuff like TV shows.
