  1. Is there a program that will take a mpeg file and burn it to DVD to play in a dvd player?

  2. TMPGEnc DVD Author seems to do the trick for me.

    It will accept VCD or XVCD MPEG1 files up to a bit rate of about 1800kbit/s, or of course any DVD MPEG2 files, but not SVCD MPEG2 files (to my knowledge).

    Unless your DVD player can play RAW MPEGs burnt as data, you need to do the following:

    Your MPEG must be DVD-compliant to start with.

    Identify the specs of your file.

    See What is DVD (top left) for DVD specs.

    If your file is DVD-compliant, go ahead and author. If not, you need to re-encode it using an MPEG encoder.

    Author using an authoring tool.

    Burn using a burning tool.
    If in doubt, Google it.
