  3. I was just recently looking for a decent tool for MPEG2 files, and came across MPEG Video Wizard by Womble. It is a fairly robust video editing tool for MPEG1 & MPEG2 video, but so far I have only used it for cutting, joining, and re-compressing videos.

The 30-day, full function, trial version can be found at http://www.womble.com/

I like it because it fairly straightforward while being quite robust.

If you import your video inta a project, you can set your in & out points (start and finish) which may encapsulate only part of a source file, or many different source files. Once this is done you can use the 'export' function to output the final video.

I like this program because when you export the final video, you can control the final MPEG format (1 or 2) frame size, compression bitrate, audio settings, etc. But, if the destination and source have the same video settings, this program will not re-compress the original, but will simply perform a 'stream copy' to the destination file.
