help with menus

Is there a Simple way to add menus to a DVD when you already have all the VOB files and everything ready to play?
I tried Nero Express Vission 3 and it works fine but reencodes the files that are already to usable spending more useless hours for work already done.
All I am looking for is a simple menu to point to a few different files on the DVD (home movie stuff) arround two to 4 files.

I can make menus with my own background and have access to each of my files. I have only tried it on a coupla 2 minute clips to see how it works but it doesn't appear to be wasting time re-encoding. Just making menus like I asked it to do....
I don't think my charming spouse is too thrilled about the $70 buck menus though.

Speaking of TMPEG DVD Author, is there anywhere to download additional menu formats? The half dozen or so that came with it are getting kind of old, I would love to have some more options. Anyone know?
