I burned a DVD with an image file onto a DVD-R using DVD Decrypter. I also burned VOB files using NERO and also TMPGENC , but when I go to play the DVD on my DVD player I can view the first 30 minutes or so with no problem. After this the playback starts to get jerky. The screen will freeze on a frame and then suddenly skip forward a few seconds. As time progresses the time that the screen is frozen get longer and longer until it will not play at all. At this point I have to turn off player or eject DVD to get out.
This also happens if I play the same dvd using PowerDVD or WinDVD.
Could the DVD media that I used be bad or the writer cause problems ?

I agree. Also, did you label the dvd? Alot of people have had problems with labelling dvds because the added weight of the label causes them to be unbalanced and therefore skip.Bad media.
